PRPE Rep Council & Executive Board Meeting minutes - November 2019


    Kermit King Elementary, Monday November 4, 2019

    Present: J. Lynette (Executive Director); F. Kloepper (President/Liberty Rep.); D. Harris (VP; Recording Secretary); S. Silva-Whedbee (KK; Corresponding Secretary); J.     Guest: Terry Holland, PRJUSD Special Education Director

    • Discussed concerns about classroom evacuations; who keeps track of evacuations?

    • What should a teacher do when a student is causing need for evacuation?

    • Some schools have a crisis response team to help with unregulated students

    • Discipline rules apply to ALL students who break Ed Code

    • Manifestation Determination Meetings are for students with IEP’s/504’s who reach 10 days of suspension; determine whether or not the behavior was a result of their disability; develop steps to go through to support student

    • Concerns about lack of communication when a student is moved schools due to discipline, with or without an IEP/504

    • Ed Code 48910; can suspend ANY student who violates this Ed Code

    • Use MTSS to help support students

    • Concerns about SPED MOU days being consumed by trainings

    • Proposal of middle school SPED teachers getting 2 preps will not decrease their pay; working hours remain the same

    • Concerns about hiring SPED teachers without any credentials; it’s a problem nation-wide

    I. Approval of minutes from the October Meeting

    • Motion to approve minutes: Approved (Fred K./Melissa F.)

    II. Treasurer’s Reports: John Hutchings (Discussion)

    • High balance in our account due to not having agency fee payers and the costs associated with this program

    • Motion to approve Robert Skinners invoice for $247.50 for accounting compliance services: Approved (Fred K./Bernadette)

    • Motion to approve Treasurer’s Report: Approved (Fred K./Christine W.)

    • Discussion about wording of ratification

    • Once a tentative agreement has been reached, both sides of the teams need to be in support and cannot say negative things about the agreement--this is part of the Labor Laws

    III. Membership Chair – Nancy Mayer (Email list, Membership Drive)

    • 12 new teachers did not join union

    • Yevette Reynoso was contacted to get updated list of members; she would not send list to Nancy, but sent list to Jim Lynett

    • The district’s members list only includes members; it does not include a list of employees

    • Nancy signed up for a Webinar that is about how to be a Membership Chair; Dec. 10

    IV. REMEMBER TO KEEP TRACK OF YOUR TIMESHEETS, OFFICERS.

    V. Unfinished business/Updates

    a) Negotiations (MOU Secondary SPED, MOU Flamson)

    • Tentative Agreement was ratified

    • SPED Taskforce recommends secondary 9-12 SPED MOU, giving those teachers a 2nd prep period to complete duties and will remove MOU days

    • Discussion regarding appropriate use of extra prep period

    • We support this MOU for 1 year

    • MOU proposal at Flamson regarding a teacher getting a zero period prep so they can be off campus early to coach in another district for pay

    • Concerns about how this agreement came to be

    • Motion to deny the approval of the MOU from Flamson: Yes-8; No-1; Abstained-1

    • Concerns about the MOU violating employee contract

    b) Grievances (Nicole V, Elementary PE, PRHS)

    • Grievance for Nicole is finished

    • PE grievance settlement-teacher receiving $450 for overages

    • PRHS grievance regarding a “Letter of Concern” a teacher received; grievance at level 2

    c) PRPE Elections –Nominations/Voting (11/6-14/19), Ratification Vote – Data

    • Ballots and election instructions will be prepared for Executive Board and Site Rep positions up for election

    • Motion to accept results from the ratification vote results: Approved (Fred K./John H.)

    d) 6-12 Issues – Melissa Flickinger

    • Concerns about the ARC room not being utilized properly

    • Concerns about the Opportunity program at middle school; no interventions; students released without teacher’s recommendation; need more systems in place to support students and teachers

    e) TK-5 Issues – Stephenie Walker

    • Not present

    f) Digital Newsletter – Susan Whedbee

    • Susan is working with Nancy to create a list of members’ emails to receive newsletter

    g) PAR Report/Website - Fred

    • No teachers on PAR

    VI. New Business

    a) SPED Task Force Secondary (10/14/19, 11/1/19) and Elementary (10/28/19)

    • Change proposed MOU to “Secondary 9-12” and not just “Secondary”

    b) PRJUSD Budget Advisory Committee (10/24/19 Proposed Cuts)

    • Discussed district’s proposed list for cuts for 2020-2021

    • Want an explanation of the 24 administration positions added since 2015

    c) PRJUSD Stipend Committee (10/29/19)

    • No date for next meeting

    d) PRJUSD Calendar Committee (10/23/19)

    • No date for next meeting

    e) Social Activities

    • Cool Hand Luke’s for December meeting

    • Motion to budget $450 for Cool Hand Luke’s December meeting: Approved (Fred K./Susan W.)

    f) Bookkeeping Service Agreement and Invoice

    g) Theater Gift?

    • PRHS Drama department raising money to support drama program financial deficits

    • Motion to donate $500 to the PRHS Drama Dpt: Approved (Bernadette/Nancy)
