PRPE Rep Council & Executive Board Meeting minutes - June 2019


    Monday June 3, 2019 at 3:30 pm at Jim Lynett’s House

    Present: F. Kloepper (President, Web, Liberty); M. Bradford (6-12 VP, PRHS); N. Mayer (Representative, Butler); C. Bradshaw (Representative; PRHS); J. Hutchings (Treasurer, Flamson); J. Lynett (Executive Director); S. Silva-Whedbee (Corresponding Secretary, King); D. Harris (Recording Secretary, Peterson); D. Henry (Representative, Lewis); V. Ezzell (Representative, Brown);

    Guest: Dr. Curt Dubost the new PRJUSD Superintendent (Not confirmed but he will stop by if his schedule at all allows him some time)

    Guest: Team Gearhart PRJUSD School Board Member

    • LCAP meeting scheduled for June 10, 2019 @ 5:30

    • Discussed concerns about speed of implementing new programs and lack of admin support for teachers

    • Wants teachers to have autonomy in deciding what’s best for students they serve

    • Wants site administrators in a supportive role, not a judgement/controlling role

    • Discussed differences between extrinsic and intrinsic motivators

    • Introduced the book Drive by Daniel Pink and shared it’s philosophy

    • Discussed PRPE survey results and concerns of teachers

    • Motion to approve May minutes: approved (M. Bradford/S. Silva-Whedebee)

    II Treasurer’s Reports: John Hutchings

    • Motion to approve January’s Treasurer’s Report: approved ( M. Bradford/C. Bradshaw)

    III Membership Chair – Nancy Mayer (Email list, CFT Membership Forms)

    • Membership forms/corrections have been mailed

    IV REMEMBER TO KEEP TRACK OF YOUR TIMESHEETS, OFFICERS.

    V. Unfinished business/Updates

    a) Negotiations (MOUs on Article 8, 10 and 12)

    • State budget not available yet

    • Discussed 1st negotiation meeting; PRPE created a new “CUTS” list proposal for 2019-20 and shared with PRJUSD negotiation team

    • Discussed concerns about LCAP meetings

    • Next negotiation meeting after September 15, 2019

    • Motion to approve MOU dated June 3, 2019 between PRJUSD and PRPE to change the language in the joint Collective Bargaining Agreement: Approved (N. Mayer/D.Harris)

    --Discussion of Article 8 and Article 10 changes

    b) Grievance Nicole V.

    • District wants to meet week of June 3rd to discuss grievance

    • Moving to a level 2 grievance

    • Grievance coming regarding PE numbers and safety

    • Grievances offers protection

    c) 6-12 Issues – Mark Bradford Adios Amigo!

    • Concerns about retiring teachers not being replaced for Union Rep/6-12 VP

    • No textbooks or supplemental resources for science academy

    • Concerns about discipline procedures and proper use of ARC room

    • Restore discipline and

    d) TK-5 Issues – Stephanie Walker

    • Concerns about PE numbers and safety

    e) Digital Newsletter – Susan Whedbee

    • Was sent out

    f) PAR Report/Website - Fred

    • Nobody currently in PAR

    VI.New Business

    a) Tri county Education Coalition Sacramento Visit 5/20-21/19

    • Jim Lynette met with State Superintendent of Education, Tony Thurmond

    • Jordan Cunningham voted for Charter School Accountability Act

    • Discussed visit at Tri County Coalition

    • AB428-Sped relief bill will provide some funding to cover sped

    • Sped costs over $7 million

    • District receiving $350,000 for pension relief

    b) PRJUSD Budget Advisory Committee (5/16/19 and 5/30/19)

    • Discussed combo classes and retirees

    • Concerns about central registration and not sending students to other schools to avoid combos

    • Another meeting in late August

    c) Social Update

    • Not well attended, but successful

    d) Union Summer Activities

    • Fred and Sabrina attending conference this summer

    • Bernadette attending conference this summer; wants to incorporate social/emotional learning

    e) Accountant Engagement Letter

    • Motion to approve $1900 accountant engagement letter to Debi Skinner: approved (M. Bradford/S. Whedbee) 2 abstained
